The House voted resoundingly on Saturday to approve $95 billion in foreign aid for Ukraine, Israel and Taiwan, as Speaker Mike Johnson put his job on the line to advance the long-stalled aid package by marshaling support from mainstream Republicans and Democrats. Minutes before the vote on assistance for Kyiv, Democrats began to wave small Ukrainian flags on the House floor, as hard-right Republicans jeered. The legislation includes $60 billion for Kyiv; $26 billion for Israel and humanitarian aid for civilians in conflict zones, including Gaza; and $8 billion for the Indo-Pacific region. It would direct the president to seek repayment from the Ukrainian government of $10 billion in economic assistance, a concept supported by former President Donald J. Trump, who had pushed for any aid to Kyiv to be in the form of a loan. But it also would allow the president to forgive those loans starting in 2026.

The group’s officials, and many national Republicans, worry that Democrats have built a major strategic advantage by marshaling their voters to cast ballots early while G.O.P. That phenomenon stems largely from former President Donald J. Trump’s persistent falsehoods about mail voting — amplified at times by Turning Point Action officials — and the deep skepticism they have created among conservative voters. Now an urgent search for a solution is underway, with Turning Point Action at the forefront. They will follow a few simple steps: Identify Republican-leaning voters who have not turned out in the past two elections. “You’re each going to have assignments of hundreds of people,” Tyler Bowyer, the group’s chief operating officer, explained to about 20 trainees last week.

Victoria J. Nuland, the third-ranking official at the State Department and a determined advocate of tough policies toward Vladimir V. Putin’s Russia, will retire this month after more than 30 years of government service. Secretary of State Antony J. Blinken announced Ms. Nuland’s departure from the post of under secretary for political affairs on Tuesday in a statement noting her “fierce passion” for freedom, democracy and human rights, and America’s promotion of those causes abroad. Mr. Blinken singled out her work on Ukraine, which he called “indispensable to confronting Putin’s full-scale invasion” of the country. Ms. Nuland held numerous State Department positions, including spokeswoman, and once served as deputy national security adviser to Vice President Dick Cheney. But she made her mark as a Russia specialist who long argued for marshaling strong resistance to Mr. Putin’s territorial ambitions and foreign political influence.

Leon Wildes, a New York immigration lawyer who successfully fought the United States government’s attempt to deport John Lennon, died on Monday in Manhattan. His death, at Lenox Hill Hospital, was confirmed by his son Michael. For more than three years, from early 1972 to the fall of 1975, Mr. Wildes (pronounced WY-ulds) doggedly battled the targeting by the Nixon administration and immigration officials of Mr. Lennon, the former Beatle, and his wife, Yoko Ono, marshaling a series of legal arguments that exposed both political chicanery and a hidden U.S. immigration policy. Uncovering secret records through the Freedom of Information Act, he showed that immigration officials, in practice, can exercise wide discretion in whom they choose to deport, a revelation that continues to resonate in immigration law. And he revealed that Mr. Lennon, an antiwar activist and a vocal critic of President Richard M. Nixon, had been singled out by the White House for political reasons.

SANTA FE, N.M. (AP) — Prosecutors are preparing to present evidence to a grand jury against Alec Baldwin in the fatal 2021 shooting of a cinematographer on the set of a Western movie in New Mexico. A grand jury did not take up the case Thursday and a decision on whether to revive criminal charges against Baldwin still could be weeks away. They later pivoted after receiving a new analysis of the gun and will ask a grand jury to consider recharging Baldwin. NEXT STEPSA grand jury could weigh whether there is “probable cause” to bring charges against Baldwin as the target of the investigation. A case can’t be brought twice before a grand jury on the same evidence, so if they don't proceed this time a second grand jury is less likely.

She also said Biden will continue urging Congress to act on gun safety legislation that has been stalled. Ron DeSantis of Florida, working to maintain his second-place status in the Republican primary, said Friday that as president he would “reorient” U.S. foreign policy to give clear priority to China while downplaying national security risks posed by conflicts such as Russia’s war on Ukraine. In a speech laying out his approach, Mr. DeSantis cast Beijing as a greater threat to the United States than the Axis powers and the Soviet Union ever were because of its economic might. “So this is a formidable threat and it requires a whole of society approach.”Mr. DeSantis’s remarks, delivered in Washington, D.C., at the Heritage Foundation, a conservative think tank, come at a difficult moment for his presidential campaign. Not only is he badly trailing former President Donald J. Trump in the polls, but Nikki Haley, the former South Carolina governor and former ambassador to the United Nations, has successfully positioned herself as a credible alternative to Mr. Trump, puncturing the Florida governor’s argument that the Republican presidential primary is a two-man race. Mr. DeSantis has lately used foreign policy to attack other Republican presidential candidates, rebuking Mr. Trump for his critical comments about Israeli leaders and accusing Ms. Haley — who is attracting growing interest from Republican donors and voters — of being soft on China.

CNN —Justice Department prosecutors want US District Judge Tanya Chutkan to reel in Donald Trump’s public statements in the federal 2020 election interference case against him, asking her to place a court order limiting what he can say, according to a newly released filing. The request for a limited gag order, filed in recent days, represents the most direct response from prosecutors with special counsel Jack Smith’s office to the former president’s public statements to date. The Justice Department said the order is needed to protect the integrity of his trial in March. Trump has already been ordered not to intimidate potential witnesses or talk to them about the facts of the case. They are also seeking a court order that would block Trump’s lawyers from polling potential jurors for the case without the court’s approval first.

“We understand that connectivity is still scarce in some areas,” Deanne Criswell, the FEMA administrator and one of about 300 agency employees on the ground in Hawaii, told reporters on Monday. There are questions about whether wildfire warnings were loud enough and early enough and whether government officials were adequately prepared to deal with the fires. FEMA is typically the first agency to face intense scrutiny after disasters. It is most often associated with its role responding to hurricanes, particularly because of its history of bungled reactions to previous disasters. While the federal agency plays a critical role in disaster response, it is not meant to be the first on the scene.

Hakeem Jeffries, who will be responsible for marshaling his members. He said he hopes the House will vote as soon as Wednesday, allowing precious little time for each party’s leaders to secure sufficient support. As part of the deal, the White House has also appeared to have made concessions to House Republican negotiators on work requirements for people receiving food stamps. The current work requirement for the program, formally called the Supplemental Nutrition Assistance Program or SNAP, only applies to certain adults between the ages 18-49.

The sharp contrast with Bolsonaro, who criticized environmental agents, was a relief to some scientists concerned that the retreating Amazon rainforest may be near a point of no return. Ibama's staffing and resources expanded in Lula's 2003-2010 presidency, when he managed to reduce Amazon deforestation by 72%. Rodrigo Agostinho, whom Lula tapped to run Ibama, told Reuters in an interview that the agency now has about 350 active field agents for all of Brazil. That is less than half what it had at the start of Bolsonaro's term and well below the 2,000 field agents at the peak of its powers, he added. Sidelining Ibama, Bolsonaro deployed the military to protect the Amazon, but their inexperience in conservation failed to lower deforestation while running up a massive bill.
The Soviet Union's war in Afghanistan and Russia's current war in Ukraine have obvious similarities in their disastrous planning and execution. In the 1990s, Afghanistan veterans' sense of aggrievement fused with that of veterans returning from Boris Yeltsin's war in Chechnya. Putin's war, Russia's futurePutin meets soldiers at a military training center outside the town of Ryazan in October. While glasnost-era revelations about the Soviet war shocked the country into supporting withdrawal, these days there is little left to expose. Public self-criticism surrounding the Soviet war in Afghanistan, however brief and contested, shows that reassessment of imperial ambitions is possible.
